His unwavering dedication to community service and his efforts to strengthen connections between law enforcement and the public exemplify heroism. Chief Michel's inspiring career in law enforcement began in 2002 following his honorable service in the United States Navy. This early commitment to his country laid the foundation for a career defined by integrity, professionalism, and a deep dedication to community well-being," said Villa.

As a proud South Florida native, Chief Michel has always emphasized community-oriented values that shape his beliefs and professional mission; throughout his illustrious career, he has held several key positions, including Commander of the SWAT team, Special Events Administrator, Honor Guard Commander, Detective, Marine Patrol Officer, and Patrol Officer. His outstanding performance has earned him various accolades, including awards for meritorious service, team citations, and the title of Supervisor of the Year in 2009.

In 2007, Chief Michel's exceptional leadership skills led to his promotion to Sergeant, where he managed the Uniformed Patrol Division and the Traffic Unit, focusing on safety and community service. His career progressed in 2011 when he was promoted to Captain, overseeing the Community Involvement Unit, Investigative Services Division, and Vice Intelligence and Narcotics Unit. His commitment to fostering trust and collaboration with the community culminated in his appointment as Deputy Chief in 2017, where he directed the agency's overall operations with a strong emphasis on community engagement and transparency.
Chief Michel's dedication to professional growth is evident through his educational achievements, including a bachelor's degree in Criminal Justice and advanced training at prestigious institutions such as the Southern Police Institute's Command Officers Development course, the Police Executive Research Forum's Senior Management Institute of Police, Executive Strategic Management (PERF), and the Florida Department of Law Enforcement's Florida Leadership Academy. His education further solidifies his commitment to community-focused leadership and ethical policing practices.

In October 2021, Chief Michel stepped in as Interim Chief before officially taking the Chief position in June 2022, marking a period of innovation and transformation. His leadership has modernized the Hallandale Beach Police Department, enhancing efficiency, community relations, and effectiveness. His initiatives have strengthened the department's commitment to community-oriented policing, and his unwavering integrity and professionalism have impacted the agency.

Additionally, Chief Michel serves as the Executive Director of the Police Athletic League (HBPAL) of Hallandale Beach. Since becoming Chief, he has facilitated the PAL's acquisition of the Foster Park Facility, broadening programs that provide local youth with safe and supportive environments for growth and development. Recognizing the need to address societal challenges with empathy, Chief Michel established a Community Relations Specialist role to assist individuals experiencing homelessness, helping them reintegrate into the community and connect with essential resources.

One remarkable example of Chief Michel's commitment is his participation in the annual Shop with a Cop Event, where he introduced a new approach to enhance interactions between officers and children through one-on-one engagement. This method includes building gingerbread houses, participating in ugly sweater contests, and cake decorating competitions. These fun and creative interactions enable officers to forge meaningful relationships with kids, nurturing trust and creating lasting positive memories. The event transcends gift distribution; it cultivates a joyful atmosphere where children feel valued, supported, and uplifted. Parents and guardians have expressed heartfelt gratitude for the relief and joy this event brings their families, enhancing the sense of community and care.

Chief Michel also shows a deep personal commitment to supporting victims of tragic events and their families. A significant instance is his support for Miriam Impert, the mother of Marcus Impert, a victim of senseless gun violence. Chief Michel ensured the Impert family received emotional and logistical aid during difficult times. His compassion and dedication to helping families navigate their grief highlight his unwavering commitment to community welfare.

Another notable example of Chief Michel's dedication is his involvement in the annual "Christmas in July" event. Understanding the economic challenges many children face in the community, he closely collaborated with event organizers to involve officers in providing essential supplies and gifts to underprivileged youth. Chief Michel integrated officers' involvement into "Christmas in July" to enhance community participation as part of the department's Community Awareness Program. This initiative includes incentives designed to encourage the ongoing involvement of officers, thereby strengthening the bond between law enforcement and the community.

Additionally, Chief Michel has spearheaded a partnership with Memorial Hospital to offer Health and Wellness programs at Foster Park. This initiative delivers crucial healthcare services to individuals without access to such care. By bringing healthcare directly to the community, Chief Michel has created opportunities for residents to receive vital health services, promoting overall well-being and reducing barriers to access.
